topmost topmost window

Hi, I wrote a custom drop down control host(unrelated to toolstrip) that enables me to take a control and make insert it in a drop down window.
I implement this control host by creating a topmost form which contains the control.
the control works perfectly exept one thing.
when i try to make a drop down control that containes another drop down control,
the z order of the forms changes every time the focus changes. this causes the drop down that should be on the top of the z order not to be there.

basically what im looking for is an easy way to maintain one form on the top of the other where both of them are top most.

Is this a web or windows application?
I've never been able to set the z-order for windows forms (never tried real hard either)

But I would think that for a web app that for every control in your custom drop down, it's z-order is set to one "higher" then it's parent, dynamically.
I suppose that could work for a windows application too.

My question is best explained by example. In the VB.NET 2005 code window, if you do a ctrl+f find, the find window stays on top when you put focus back to the code so you would think that the find window is always on top. However, when you drag another application over the VB.NET window, the find window is not on top of that window. Its like its TopMost, but only TopMost within the applications forms, not all applications.
