Transparent Labels VB.NET

Ive been Developing a program in VB.NET after an extensive break from VB6.

In this application i have an image that gets loaded through a listbox, on this image there are areas on the various images that need to be clickable, very similar to html imagemaps. so after starting the project i was under the assumption that i could still use transparent labels or visible = false labels to activate the click function. however in vb.net, the labels properties seem to have changed. when i use the transparent property and i place the image under the label(where its suppose to be) the area that the label is changes color to the color of the background, not actually transparent to see the image. then i tried visible = false while enabled = true is on, and it seems that if visible = false it automatically sends the label to the back of the stacked items, or it turns enabled off as well.

Having only recent experience with vb.net im not sure if this is how they are suppose to work but i guess my question is, is there another way to do a click action with a transparent control? if not what other options am i looking at to add "imagemaps" ontop of an image.
