Bootstrapper Error-Unable to read registry value

Hi All,
I am using product.xml for vs2005 pre-requisites. I am using
<RegistryChecki nside <InstallCheck >.

I am trying to read one registry value of installed software. I can see
it through regedit. I have logged in as administrator.

But, in the log file I could see following error

Unable to read registry value
Not setting value for property 'MyProperty'

I am able to access other registry values such as IEVersion.

Can anybody help me resolving this error?

I have moved my ClickOnce installation to another directory, and hence I have to update my setup.exe bootstrapper. I used the -url command to change the embedded URL, but I got a message that changing the URL will invalidate the signature. Is there a way to re-sign the bootstrapper? Thanks.
