Turning an .ascx User Control into a Redistributable Custom Control

Just read

on how to put User Controls (ascx) into an assembly.
I made a solutions in which I created an user control. Then I used
Publish website to make the assembly for my user control.
So far so good. There is a file like
App_Web_webuser control.ascx.cd cab7d2.dll
To publish I used the following settings:
- Allow this precopiled site to be updatable: unchecked
- Use fixed naming: checked
- Enable strong naming: unchecked.

Then I opened a test solution where I do a Add reference.
After that the App_Web_webuser control.ascx.cd cab7d2.dll is added to the
Bin directory.
However, opening the Properies page of the test website there is no
reference added for the assembly.
Why not? Is there something I'm missing, something I have to specify in
the user control before compiling it?
Trying to import the namespace for the control doesn't work but I guess
it has something to do with the fact that the reference is missing in
the property page.
Any idea what I can be?

If I don't add mMenu with Controls.Add(mMenu), the menu doesn't render when mMenu.RenderControl(writer) is invoked.
