append current us time to date mm/yyyy then update database

I have an asp:textbox that has "mm/yyyy" as a string. I like to covert the string to a date format and update converted date to the database and append the current time to it in US format. So if i have "04/2004" in the textbox and update the database, I like to turn the value to "4/1/2004 4:00:41 PM", time is the time when I update the database. Does anyone know how to do this in vb.net
