No web setup projects in Standard Edition?

I need to create a deployment project for a standalone application. I
figured out how to do a regular "setup" project for doing an install
from a CDROM. However, I also need the capability for the end-user
to install over the web.

The online docs has a "Deploying a Web Solution" section, which talks
about creating a deployment project using a "Web Setup Project"
template. However, such a template does not appear to be present
in my edition of VC++ 2003.

Is this feature not included in the standard edition? Or do I just
need to upgrade? Or do I have to purchase the "profession al"
edition -- and if so, are there other 3rd party packages that
provide this feature for much less money?
