You may have already tried this, but it's normal for the installer to want
the Prerequisites CD at the beginning of the installation process. Were you
prompted for the Prerequisites CD? If so, did you insert it in your drive?
That should have taken care of any "missing" components needed by Visual
Studio .NET 2003. Once the prerequisites are installed, you should be
prompted to reinsert CD #1 to begin the actual install.
