desktop display setting

When I start up the Microsoft Development Environment using Visual Basic .net
2003 Standard, it immediately changes the default windows Display
Properties>Sett ings from Color quality Highest (32 bit) to Low (8 bit). This
changes the look of the Task Bar, and the toolbar icons in Internet Explorer
lose their color. When the development environment is closed, the original
Color quality Highest (32 bit) is restored to the desktop.

My system uses an ATI Radeon 7500 video board.

I have tried reinstalling VB .net 2003 Standard, and I have downloaded and
installed the latest video board driver from ATI. Neither attempt has fixed
the problem.

Does anyone know how to fix this problem?
