Visual Studio .NET 2003 GDIPLUS.DLL Security Update

For the MS04-028 Security Bulletin (GDI+) it refers Visual Studio 2003 users
to KB830348, which is the Visual Studio .NET 2003 GDIPLUS.DLL Security Update.

Does this apply to Windows XP with either SP1 or SP2? The system
requirements don't list Windows XP.

From reading the Security Bulletin I was thought it applied to Windows XP,
though it doesn't directly say so.

carefully.
It clearly states what systems are affected and XP SP1 is the first on the
list, SP2 is safe.

I downloaded the gdiplus_dnld.ex e from the URL. According to redist.txt, we
may distribute gdiplus.dll solely for use with Windows 9x/NT/ME/2K. How
about Windows XP users? Should we ask our customers to patch their version
of Windows XP before installing our product since some of our components
depends on GDIPlus.DLL?

Wise has GDIPlus.msm available, but its gdiplus.dll is not the latest
version nor digital signed by Microsoft Windows Publisher. Wise technical
support said these msm files are obtained from Microsoft. Is there a merge
module coming out soon?
