can't run dotnetfx

I created a Application and I'm trying to run it on a different computer than It was created on. The computer I'm trying to run the appulication on is running Windows 2000 Pro. The computer is a stand alone and not connected to the internet.

I downloaded both dotnetfx.exe and the SDK package which has dotnetfx as part of the download.

I took dotnetfx.exe to the computer, created a folder called dotnetfx and copied dotnetfx.exe to the dotnetfx folder. When I go to the command line and try to run dotnetfx.exe I get a windows error message that says dotnetfx.exe in not a valid Win32 Application.

What am I missing? I know very little about programing.

For my purposes, a simple /run=MyApp.exe, so in my distribution cd I could include the dotnetfx.exe, myapp.exe, have autorun.inf start something like "dotnetfx.exe /run=MyApp.exe" which simply kicks off MyApp.exe if .NET framework is already installed, else installs .NET framework, then kicks off MyApp.exe. OK, VC# Express does not have the project deployment option. So, if I want to distribute my app, I included dotnetfx.exe. I tried to execute this using a program butr this didn't work so I just tried executing dotnetfx. The program chugs away for a while and then fails with error 25007, something to do with initializing fusion (whatever that means).
