Problem about uninstall a program shortcut

I have created a .Net setup project and created a shortcut to my
Application in the "User's Desktop" using the File System editor.
I installed the application with "Everyone" option,and i can see my
shortcut is created in "C:\Documen ts and Settings\All Users\Desktop"
after installation.
However,I found that if I run my setup program on the machine where
the "C:\Documen ts and Settings\All Users\Desktop" folder is
empty,After i install my program and then uninstall it,the "Desktop"
folder is deleted as well.
How can i prevent the deletion of "Desktop" folder?
I am using VS 2003.
