Permissions for Vstudio on 2003 Server

I wish to create web apps on a new 2003 server machine.
I installed vstudio enterprise on the server (full
software & server components).

What permissions need to be set to successfully create
applications?

I've been running into errors doing things that work fine
on XP. All seem to be permission related. The latest
error occurs when attempting to build: Says it can't copy
build outputs to the web. projectname.dll was blocked by
the administrator. I am the administrator!! ! Anything
out there that documents what needs to be set?

What is the proper method for setting up visual studio 2003 to store and run solutions on a windoes 2003 webserver? Using vstudio enterprise on a WinXP client. Major issue is that SafeSource says it can't check out .aspx items. Any docs on how to configure this? I guess it would be the same for deploying a solution to win2003 Server.

I just reinstalled .NET 2003 (after repeated attempts to get ASP.NET Web Applications to work). I first did a complete uninstall of .NET 2003, .NET Framework 1.1, and IIS.
