no signin after changing account to limited

Quick user question. I changed an XP Pro user account from Administrator to
Limited, and then found I cannot not sign in to .NET 1.1 (via MSN Messenger
6.1 or via Money 2003, for example) from that account. I get an
incorrect-password error no matter what (correct) user/password combination
I provide. But I can sign in via other XP accounts (both Administrator and
Limited). And when I change the account in question back to Administrator
type, I can once again sign into .NET from there. Removing and reinstalling
..NET 1.1 did not resolve the problem.

I had previously had more widespread problems when I changed the account to
be Limited. I then discovered that the permissions for the account's
Documents and Settings profile, as well as for its HKEY_USERS regeistry
keys, did not have an entry for the user account itself. (Things had worked
up until then only because all administrators did have privileges for the
account's profile and keys.) When I created (full-control) permissions for
the user, all the problems cleared up for the now-Limited account, except
for the .NET signin problem. Presumably some other permissions still have
to fixed, but I don't know which ones or where they are. Any pointers?

I am self hosting a Web Service in a Windows service. I am trying to start the service using the NT AUTHORITY\NetworkService account. I get a NullReferenceException on ServiceHost.Open() in the ServiceBase.OnStart() method. SCM throws a 1067 error as well. I get the same problem with NT AUTHORITY\LocalService.
