Reports w/ 2 tables and totals

I need to take Table A [Main Table] and Table B [Action Log]and create a report that shows Action Type Names and then the total number between [Start Date] and [End Date]. I know I can do this in a query. However my issue comes when I try to spit the data up based on Table A's Position field. Table A and B have a relationship based on SSN. Table A has only 1 record per SSN while Table B has many records per SSN.


It should look like this

Position A ('Note: This data is in Table A)
' Note: the below data is in Table B
New ..... 5
Delay ..... 3
Out ..... 4


Position B ('Note: This data is in Table A)
' Note: the below data is in Table B
New ..... 7
Delay ..... 0
Out ..... 6

How would I make a report that will alway show Postions and Action Names but changes the Numbers based on a [Start Date] and [End Date]?
