frame scrollable: due to select, drag & drop.

I have a problem I can't find a solution for.
i have a page with 2 frames: navigation on top and contentframe below.

when you click and select text in the navigation frame, it's possible to scroll in the frame, so all buttons are hidden.
even when the frame is 'scrolling=no', you still can scroll by selecting text.

now, with javascript i can disable selecting text:

document.onmousedown = function() {
    return false;
}
document.onselectstart = function () {
    return false;
}
 

Yet, this solves only 1 on 3 times the problem.

is there somebody who can help me?
