You are kidding, right?
You could easily make your own. Change your language settings and type
out all the characters and save them in a file.

- but be aware that the list is still being extended. From the other
side I guess "every nation" refers to existing nations so you don't
care of say hieratic Egyptian of the 3rd Dynasty and similar. For the
current official systems of writing the list is pretty much completed.

Overall the humanity invented amazingly many ways to write and some
systems are note simply a set of characters but positional atop of it:
thus the representation of one character depends on what stays left
and write (top and bottom) of it.

If you describe your actual need in more details, we could suggest
what you can do - I mean without spending years of intensive labor
work.

I'm still not sure what your aim is and what do you mean by "special
characters". You may look at
http://en.wikipedia.org/wiki/ISO_8859-1

Smart quotes and \0 (null) may cause problems if not treated properly.
Or you mean like prevent users from submitting text containing shell
commands?
