Anyone have any experience with inexpensive development environments for Mac
OS X?
I am a dabbler, not a pro, so I don't need an "Enterprise " version of
anything.

Try Apple's own development environment. It's free and pretty thorough. Go
to http://developer.apple.com/tools/macosxtools.html
-and read about it. There's a new version just come out, sorta beta, but
solid enough, that Apple gave out CDs with it at Apple's Worldwide Developer
Conference held recently.
I'm studying computer science myself (I'm on my first year, yay!) and I'm
using an older version and I like it ok. The only complaints I have are
pretty minor. Not quite cosmetic, but close.
Anyway, give it a try.

you can get earlier versions of their developer tools.

Apple's tools, or the free package eclipse www.eclipse.org
Rich,
I'd take a look at NetBeans for sure. It's a pure Java IDE so it
should work just fine on Mac OS X. You can get it at www.netbeans.org.
