paste a very much simplified version code here:

I made the text size very small, so you can tell the difference
easily. If I delete the font-size: 90% in the extra tags, the
font-size for those tags is the same as the body - xx-small, so it
looks like it's inheriting that value. Shouldn't 90% of xx-small be
super small? The text in the extra div is bigger than the text in the
body if I leave the font-size: 90% in there. I can't figure out what
the heck is going on here. Anyone have any suggestions?

What else is wrong? This is not available on a publicly accessible
server, so I can't run anything through a validator. Is there some
validator I can download to test through localhost? I'm trying to
make this site 508 accessible and yet degrade acceptably in older
browsers. I've tested this code in Opera, NN4, NN7, and IE 5.5, and
everything works fine except for the font size issue.

At < http://validator.w3.org/ > you can upload a local file to have it
validated.

If you have Opera it's even easier:
1) open the local file in Opera
2) press Ctrl + Alt + V
3) answer OK

That is not correct XHTML 1.0 Transitional (as you declared the code to be).
In XHTML you have to write this:
<meta http-equiv="Content-Type" content="text/html;
charset=iso-8859-1" />
There are other mistakes too.
Or you can change the doctype to some HTML 4 variety (and take out the
duplicate code).

Dreamweaver is not an HTML validator. And the code is not valid. There is no
"title" element in "head".

Yes you can. You can upload pages to the W3C Validator.
Or install a validator locally. The code to the W3C validator is available,
the same applies to the WDG validator, and I'm pretty sure one of the
Windows all-in-one packages includes a validator (along with tidy, etc).
