question about PHP

I have a hosting company that supports the PHP but does not have my sql or
any database support.
WIll PHP allow me to read and write to a text file as an alternative to
databases?

Yes. For example, take a look at fopen()

It is possible, but also consider moving to a host that does provide (and
understand) MySQL.
