CSS header spacing, hidden floating boxes in NN7

(Sorry if this gets posted twice. News server acted up on me.)

Greetings -

I am in the last stages of developing a site for a musician, and I have
a few questions.

(I am aware that none of the top navigation links work. I am also aware
that the Mailing List portion does not work. I just haven't gotten
around to uploading everything)

First off, I am having trouble controlling my sub-navigation bar
spacing. Right now I have all the navigation elements along the left of
my page enclosed in individual H3 tags. However, I'd like to use a CSS
property to reduce the amount of space that is put between each H3 tag.
Does anyone know of a CSS property that adjusts the amount of vertical
space that always follows a header tag?

Second, my page uses some DHTML in order to scroll the content, as can
be seen on the page. This works fine in IE5, but in NN7 scroll bars
exist even when the page is seemingly fully-expanded. I know the scroll
bars are related to the large amount of content in the "Biography"
subsection, but is there any way to tell NN7 to not use the scroll bars
unless actually needed (ie - to basically "ignore" the hidden scrolling
content)?

Thanks, Brian! Forgot to put the Doctype in, and I definitely have some
things to do in order to get the page validated... As you can probably
tell, I'm not a professional webmaster. :-)

I'll check out the margin property and see if I can accomplish what I'm
trying to do.
