Video on the web

Are there any web sites, forums or discussion groups specifically
targeting video publishing on the web?

I'm looking for hints, tools, advice, etc... on publishing video on the
web for mass distribution (not YouTube or Google Video).

These are client sites that want to publish video content on their web
pages and I'm looking for information on this topic.

File format, video size, streaming vs download, etc.

I've been searching google for the past 30 minutes, but I keep running
into sites that are selling products.
