textbox?

Better to avoid terminology ("combobox", in this case) from one field
(Windows, in this case) in the context of another field (HTML
authoring), unless you want people not to know what you're talking
about.
There is no "combo box" in Web authoring. There is no option for a
SELECT list to accept input other than by selection of items in the
list. The best you can do is have a SELECT list and a text INPUT
field, and set one of the options in the list to be "Other: (enter
below)".

You give them a choice between selecting an existing item from your list, or
entering their own input in a text field, just like with combo box in
Windows. It's just that in HTML you provide these as separate fields. The
code that processes the submitted form has to know whether to use the list
or the text field as the source for the input, so you add an option to the
list that, when the user selects it, tells the code "ignore the list, use
