Scrolling DIVs with inline links -- compatibility issues

Hi all,

I've been working on a site that involves content in multiple
scrolling DIVs on a page which is loaded inside multiple framesets.
the layout is cramped as all hell but I'm not going to argue that with
the client -- they def. want it to be structured this way.

One DIV usually contains two "comparable " items between which the user
can switch. I solved this by putting inline links at the top of the
DIVs that link to an <A name="... further down in the DIV.

I have tested this and it works like a charm in Win/IE, Mozilla, and
NN7.1, as well as Mac/Mozilla and Safari. It does NOT, however, work
in Mac/IE and Win/Opera -- in these browsers, it tries to scroll the
entire page down in search of the inline link, instead of just the
DIV.

Quick question, is there any quick and easy way to make this
compatible?
If not, it's not so very tragic, since I'll have to offer a non-DIV
alternative for NN4.7 compatibility anyway, so I could just redirect
Mac/IE and Opera users to that one too. I'm just curious and wanting
to make it work ;-)

I have had great success with using <iframe> with overflow-y set to auto. I can get a similar look with the <iframe> tag. BUT... In all cases I need to have fixed heights. Is there a way to put either tag inside an HTML <TD> and have the same kind of scrolling effect. This would allow me to fill the screen and have the size of the scrolling box change on resize. I have internal links/jumps within divs. The divs have vertical scrolling. When a link is clicked, both the space within the div as well as the entire page vertically scroll.
