Anyone know if there is a different or newer tag for
<body bgproperties="f ixed"....
This tag doesn't seem to be very browser compliant.

It depends. First, you can make almost anything valid by writing a
suitable DTD. But there is no approved HTML specification that has an
attribute for watermarking. Finally, as people have already pointed
out, there are CSS properties for the purpose, and you could embed CSS
into an HTML attribute:
<body style="backgrou nd-attachment: fixed">
This is valid HTML 4 (or XHTML 1). However it is better to put CSS
rules into an external style sheet, or at least into a style element.
Beware that a fixed background tends to make the text harder to read.
If you want simple watermarking, you might consider using other
background properties in CSS too, like background-repeat: no-repeat.

For descriptive markup, certainly (one might want to argue whether
HTML4/XHTML1 is about descriptive markup in the first place, with stuff
