Not sure what web-based is supposed to mean, but from what you say I guess
they mean server side scripting. My opinion is that a static site is just
as wb based as a dynamic one but anyway...
A static site (only html pages, no php or perl etc.) cannot generate usage
statistics or counters in this way (though you might be able to analyse
logfiles on your local computer if you have access to the servers log
files). Usually counters are done by linking to an image which is not
really an image but a script that grabs the visitors data and returns an
image. In your case you'll need a 3rd party service like
http://www.bravenet.com/ or
http://counter.superstats.com/ to do the
scripting thing.
There are many of these services, most will give you statistics in exchange
for a link to their site.
