Is there information available about testing webpages on a mobile phone? Is
there a test application? I searched on google but didn't find anything

Allthough not very reliable, Opera has a 'view small screen' modus
(shift+F11), works pretty much OK afaik, even recognizes the 'handheld'
media-attribute for stylesheets.

Don't look for help from "web design" about phones, look at the phone
suppliers for information about the web.

It's also more important to test the phone _network_ behaviour than it
is to test individual phones. Generally you see more problems from how
"the web" is gatewayed onto the phone network than you see from
variations with particular phones. It's also important to understand
their categorization into "s60", "Symbian" etc., as the variations you
will see are largely because of this, not the hardware itself (except
of course for screen size).

Most phone makers will offer you desktop software emulators for a
range of their phones. Some networks will do so too, mainly the ones
that are most intrusive in how they transcode "web content" into
"phone network content". These are easy and useful for testing.
