white fat bottom

I'm trying to put together a site for the fist time and I just can't
figure this out...in the stylesheet I'm trying to have a background
image repeat from the bottom of the page...it's dark then smoothes out
to white. It sort of works, but on my 17inch monitor I have a huge fat
white margin running along the bottom. Why isn't the background image
flush against the bottom? Would be very grateful on some advice on
this. I've included the body and container tag below...if this helps.

My design goal is to make the white space above and below <p> and <ul> equal to the height of my font. The first step to achieving this I believe is to have an equal amount of white space above or below <p> and <ul>. Can someone suggest a method using css to accomplish this? This works fine for firefox and IE. but in netscape, i found there is some white space at the bottom of the page whose height is about 10- 20 pixal. and these white space cause the v-scrollbar appears. Im having trouble getting this site to show correctly in IE (big surprise). I was wondering given an image, a.jpg, how can I make an image that would look like you slid a white index card (which I have a file, white.jpg with the same dimensions as a.jpg) over a.jpg?
