How to change cpu num on DB2 9 ESE

I have a 4-processor unix machine running DB2 9. After install on I
activated the license using db2licm -a db2ese_c.lic. And I tried to
change CPU num using db2licm -n db2ese 4, but it failed as below
--sample
$ db2licm -n db2ese 2

LIC1420N This product does not support this type of license
policy.

Explanation:

The license policy specified does not apply to this product or
is not supported.

User Response:

Enter a valid license policy or select a product that supports
this policy.
--Question:
Is the file include DB2_Enterp_Svr_CPU_Activation.zip i.e.
db2ese_c.lic wrong file to activate and to change CPU num?
