Install problem on Windows XP - VerifyPrereqsCA

Hi All;
Am trying to install UDB Personal Developer Edition v8.1.3 on a Windows
XP Pro machine. I have done this many times on many different machines,
but am having a problem within a coporate network that I believe is
related to how permissions are set up and managed here. The message
below appears in the install log:

running the installation must have at minimum the authority of a member
of the user group "Administrators".

Can anyone tell me what "VerifyPrereqsCA" is actually looking at?
Registry entries? Environment variables? WinAPI calls?

I'm trying to work with the network and security guys who are telling
me that I am set up as having local admin permissions, but DB2 clearly
doesn't think so. A specific answer to what the "VerifyPrereqsCA" step
is looking at would be most helpful. Thanks!
