Declarative XML Processing with XQuery (the future of SQL/XML?)

A future version of DB2 UDB will support a tighter integration of
XQuery with SQL -- being able to embed XQuery in SQL statements, and
vice-versa.

Dr. Daniela Florescu of the W3C XML Query Working Group suggests an
approach the industry should be taking with XML and XQuery processing:

Dana departs from the philosophy that XML is a technology for
documentation and data interchange. She suggests we haven't exploited
XML to its fullest potential and proposes a declarative approach to XML
and XSLT processing.

Hi. Can someone tell me when xslt, xpath, xquery are appropriate technologies to consider? I really know nothing about xslt except it is about transforming xml, (but I'm about to embark on a learning campaign). As you may have noticed from other postings, I know a very small amount about XQuery (and thus XPath).
