I don't know but I am sure it is possible because so many programs do it so I suggest some research on msdn.microsoft.com.

The easiest way is to use this function,
but you might want to google out how to use audio mixers because inside their API
resides a function called Mute specifically designed for that purpose.

P.S:That is if you are programming a simple media player,but if you want to mute sound in games better use IDirectSoundBuffer8::SetVolume()
