Large Hash Tables & Efficiency

Hello,

I'm working on an application that will read in the contents of a dictionary which has about 250,000 words in it. I've got my hash function and hash routines done. The only thing left to do is how to handle the situation of the hash table increasing past a certain load factor (I'm going with 60-70% based on past experience).

This is a school assignment so I'm not asking for written code :P What I'm wondering is if anyone has any ideas on what to do that would be more efficient than expanding the table, re-hashing and re-adding to the table. I don't even want to imagine the time overhead this will add if the table starts with a low initial capacity.

I've toyed with the idea of using a list (SLL or DLL) of hash tables. The only problem is that I'm not allowed the use of global variables seeing as more than one instance of this program could be running at once.

I'm also tied to a certain "interface" for the table so it makes it hard to modify. Does anyone have any ideas how to work with a list of tables without using globals and not changing the interface?
