How to access functions between two child forms in c#?

How can I access a function in a child form from another child form of a same owner?

Firstly, you will have to ensure that the scope of the function you wish to access is accessible to calling code. This means that it should be at least Friend if this function is only accessible from within the project and the UI doesn't need access to it (in WPF applications)...
Or Public if it needs to be accessible from out of the project or the UI needs to access it (in WPF applications).

Now you need to give the second child form a means to access the function.

If both forms are created in a parent form, either pass a reference to the form with the function to the form that requires the function when you create that form. Or expose the instance of the form with the function to the one that requires it through a property in the main form that both forms can access....

Or, better yet, move the function to an appropriate place where both forms can access it.
