Tracking Windows process events

Hi,

I wish to develop an application in C#.NET which can track process events as invoked by the operating system (Windows). For example, when I start Internet Explorer or Microsoft Outlook from Start --> Programs, the application should know that the process (IE / Outlook) has started. How do I achieve that ?
