Compiling C# digital ink application on non-TabletPC machine

I want to compile and run a C# digital-ink application on my laptop
using a mouse instead of the stylus for test purposes. However,
sample C# applications I have downloaded require to be compiled and be
run on a TabletPC machine that I don’t have at this time.

Is it possible to compile and run digital-ink C# applications on
standard laptops rather than a TabletPCs? How this can be done?
