Watching another programs GUI

Hi there

I am working on a program that must watch another programs GUI.

Is there anyway from one program to find the data structures of another, and
through them get access to the graphics for that GUI so i can detect things
like if a certain area is something special, or a pixel has a certain color.
And stuff like that ?

I only need to read the information never change it.
