Out of the parent control

Hello,
I need a toolTip control that allows me to change the fore color, back color
etc. I've tried to inherit a class from the ToolTip one to be able to draw
what I needed : it isn't possible.
So, I've thought a Panel would be the solution. I've created a control that
inherited from the Panel class, and overriden what was needed. The problem
is that the panel cannot "go out" of the parent control. I want it to be
always on top, to be drawn completly event if it goes over the border of the
parent control.
I didn't know how to solve this problem, but I've had another idea : inherit
a control from the Form class, set the border of the windows to none, not
show it in the task bar, and make it always on top. The problem is that when
the "toolTip" appears, the focus of the parent control is lost and goes to
the toolTip-Form.

Could you give me an idea to solve that problem ?
