Creating a new user with specific Locale !

Hey people,

I have a question about the Regional settings.

What would I like to do is, change the default user in windows to a
specific Locale ! This, so that whenever I create a new user on that
pc, it will take these settings !! ( without changing the CultureInfo
of the Current user that is running the program ! )

Any suggestions how to do this ?

I've tried to set the HKEY_USERS\.Def ault\Control Panel\Internati onal
settings through .net, but it is not easy to start from a CultureInfo
and match the right keys in the registry !!
