Not receiving FileSystemWatch er events

Folks,

I've written a C# application that monitors files on a remote server
for "Change" only. I can use explorer to view the remote system using a
UNC path. From this I can open and change this file and I get properly
notified via:

watcher = new FileSystemWatch er();
watcher.Changed += new FileSystemEvent Handler(OnFileE vent);

However, if I change the file "from" the remote system through a
command line interface, I do not get a change event notification.
Likewise, if I use a desktop application (same location as where this
C# application is running) to change this file, I do not get the change
event notification.

I logon using the following method to impersonate a user (which
works fine):

LogonUser(userN ame, domain, password,
LOGON32_LOGON_N EW_CREDENTIALS,
LOGON32_PROVIDE R_DEFAULT, out token)

Any ideas why one way works and the other 2 ways do not? Is this an
authenication issue?
