How to create a theme?

I'd like to create my own theme but do not know how to do that.

Can someone direct me to a document or sample I could study?

Do you mean "theme" as in windows themes? If so, check out www.themexp.org
or tgtsoft.com.

That's what I meant. Looks like a good site but I've been reluctant to down
load a program from such a site and run it on my computer.

Have you used any of their themes?
Also, I was wondering what it took to create my own theme.
