How to do VOIP from C#? Not with hardware, only with software.

Hi,

I'd like to build a VOIP client in C#. I would like to be able to talk
to the commercial VOIP services like Vonage. I need the app to be able
to receive/answer calls and to initiate calls.

I guess I'm look for a C# interface to SIP and H.323. Right?

Does it exist? Free or commercial? Free is better, but I'll take what
I can get.
