.NET Security policy.

this is probably quite a basic question, but currently reading through this
subject and havent yet had this question answered.

for the Enterprise security policy level, am I right in assuming that this
is propergated via Active Directory? If no then how is it done?

Check out the section of the .NET framework titled "Deploying Security
Policy" located at (watch for line wrap):

Apparently, you can create MSI packages which you can distribute with
SMS.
