I Need function That return Latitude and Longitude using ZipCode.

There is no "program". You need a database of zip codes and their lat and long.

You could look for a web service that you can call in your application that does this for you (check out google or bing). You may have to pay to use the web service.

The Google Maps API looks pretty cool :)
It will probably do.

Bing Maps might have something available as well...
