In addition, SchoolNet.config as an xml file was generated for setting our
application. It seems only web.config and machine.config can be modified
via ASP.net Web Site Administration tool. Is that any interface provided
for the user defined configuration file such as our SchoolNet.config?!

The new ASP.NET 2.0 controls are making it much easier to develop an XML
editor. I am working on one myself right now. The answer then is 'build it'
or 'hire it' :-)
