Verify that ASP.NET or ATL is correctly installed on the server

I'm getting the following error when I run a .asmx.

"Error while trying to run project: Unable to start debugging on the web
server. Could not start asp.net or atl server debugging. Verify that ASP.NET
or ATL is correctly installed on the server."

I've done the following with no joy:
Checked the app mappings in IIS
Restarted iis many times
aspnet_regiis -i
My app has an application name
I have run iislockd in the past so have added DEBUG to urlscan.ini
I have checked webconfig
I have Integrated Windows authentication checked
I have admin rights and am in Debugger users so IUSR.. and IWAM..
The web app is referenced throughout with the IP address rather than machine
name

Anything else to try?

open your IIS and check in the properties of your default website directory,
it must be: c:\inetpub\wwwroot and not c:\inetpub\wwwroot\
