resx and deployment

Are resx files required to be deployed (in a Web App) along with aspx and .dll files (which are not in the GAC)

No, you do not need the resx or vb files when deploying your web
application.

As long as you are not explicitly using them like here:

no, I don't think you need them. I've moved many an app without them.
