I'd like to notify all active sessions of websit about maintenance tasks at a time
How can do this?

You could just display a message when the current page refreshes...

If maintenance operation are planned in advance you could probably just
display a message at login and when the time comes disable the ability to
log in the application (and perhaps ends current sessions).
