asp.net hosting ... is it for deployment only or for development

I'm a veteran Windows programmer but new to the .net
world. I'd like to try out some samples with the .net
framework. The problem is that I'm running Windows XP HE
and I don't want to change to Pro at this time. If I used
one of the asp.net hosting servers can I develop using
their .net environment, or do I need to have it loaded on
my machine? When they say that ASP.NET won't work on Home
edition of XP, what is the problem? The localhost not
existing? Can I change the localhost to be a host server?
Thanks for any insights or for any pointers where I can

XP Pro has a web server built-in (IIS) and XP Home does not.

You could download the free Web Matrix, which comes with a web server.
