How to programatically (run time) turn off custom errors ?

I want to be able to turn on and off the custom errors mode, in order I
can do something like:

http://www.mysite.com/?debug=true

And then read the parameter, turn "off" the custom errors so I can see
the detailed messages, only when I add that parameter to the query
string.

Is it possible?
