Failed to start monitoring file changes

Hello,

I have got one asp.net application which works fine on my local
machine. When moved on the server, I get error,

Server Error in '/MyApplication'
Application.
--------------------------------------------------------------------------------

Access denied to 'SomeDirectory\ web.config'. Failed to start monitoring
file changes.
There is no web.config in the directory that the error shows. The
application directory is under this directory.

Anonymous access is unchecked for the virtual directoy.

identity impersonate is set to true in the web.config file.

Server OS: Windows Server 2003

ASPNET, NetworkService, Internet Guest account and Launch IIS Process
Accout - all have read, read & execute and list folder contents
permisisons on the application folders.

I have tried lot many changes with security settings, but nothing has
helped.

Please help.
